Emanuele Ranci Ortigosa

Director and Scientific Director

Emanuele Ranci Ortigosa is Emeritus President and Scientific Director of IRS, the Editor-in-Chief of the journal Prospettive Sociali e Sanitarie and the series "Politiche Sociali" published by FrancoAngeli. Since 1971, he has been active in research, consultancy, training in the field of Social and Socio-sanitary Policies; the planning, organisation and evaluation of Social and Health Services; Social Expenditure; Policies Against Poverty; training executives and professional operators.
He taught Social Policy and Planning and Evaluation of Social Policies and Services at the Università degli Studi di Siena from 1982/83 to 1986/87 and currently teaches at the Università di Venezia, where he has been a Professor since 1995/96.

Ugo De Ambrogio

Area Director

Ugo De Ambrogio has a degree in Political Science. A Sociologist and Transactional Analyst in the Organizational field, he is an IRS board member and Head of his Area. He teaches "Planning and Evaluation of Social Services" in the specialisation degree course in Social Policies and Services at the Università Cà Foscari di Venezia and "Management and Evaluation of Social Policies" in the degree course in Urban Planning and Local Policies at the Politecnico di Milano. He is a consultant for Regions, Provinces and Municipalities regarding the themes of planning and evaluation of interventions and Social Policies. He is also a Vice-Director of the journal Prospettive Sociali e Sanitarie.

Cristiano Gori

Scientific Advisor

Cristiano Gori obtained a PhD in Social Policy at the London School of Economics (Lse). He is currently scientific supervisor on welfare policies at the Istituto per la Ricerca Sociale, Milan, Italy, and visiting fellow at the Lse. He teaches social policy at the Università Cattolica in Milan. He is deputy director of “Prospettive Sociali e Sanitarie” and columnist in “Il Sole-24Ore”. His main research interests are welfare policies, long-term care for the older people, child care and comparative social policy.

Maria Chiara Setti Bassanini

Scientific Advisor

She is the Scientific Director of the Social and Health Services and Policies and a planning and evaluation consultant in the field of integrated Social and Socio-sanitary Policies.
She has published numerous articles on service planning, assistential activities and personnel training in the following journals: Prospettive Sociali e Sanitarie; La Rivista di Servizio Sociale; Sicurezza Sociale; Quale Salute; Prospettive Assistenziali; Formazione e Qualifica; Economia, Istruzione e Formazione Professionale.

Chiara Crepaldi

Chiara Crepaldi has a degree in Political Science. She is a Senior Researcher and Head of Projects in the Social and Health Services and Policies Area at IRS. She is an expert in research and consultancy regarding the analysis of social demand and the evaluation and development of social and socio-sanitary services for the elderly, youths, minors and families. She also carries out analysis of client satisfaction and promotion for citizen participation through the construction of Service Charters.

Daniela Mesini

Line Manager

Daniela Mesini is an Economist and a Senior Researcher at IRS. Since 1997 she has done research on themes regarding Social and Health Policies, the Nonprofit Sector and the Labour Market. As an expert she has participated in various evaluation and monitoring groups for EU programs and interventions against poverty and social exclusion, including the I and the II national evaluation of the Minimum Income Scheme.

Sergio Pasquinelli

Sergio Pasquinelli is a Senior Researcher at IRS, where he carries out research, training and consulting and coordinates the Equal project- phase two- "Qualificare il lavoro privato di cura", which IRS is leading. He teaches in the Degree Course in Social Service at the Università di Venezia. He is the author of numerous publications on Social Policies and the third sector and an editor of the journal Prospettive Sociali e Sanitarie.

Francesca Susani

Team coordinator

Francesca Susani has a degree in Political Science. She has collaborated with IRS since 1996. She is the managing editor of the bi-monthly journal published by the Institute: Prospettive Sociali e Sanitarie. She is also responsible for the other IRS editorial products concerning the Social and Health Policies And Services Area, including the series "Politiche Sociali", published by FrancoAngeli, and the IRS web site.

Katya Avanzini

Senior Researcher

Katya Avanzini has a degree in Political Science and is a Senior Researcher at IRS. She mainly works on the monitoring and evaluation of planning projects, in the field of Social Policy and she also trains operators of public service and private social organisations for the setting up and the development of processes of organisational change with emphasis on managing the relational dynamics and processes.

Teresa Bertotti

Teresa Bertotti is a Social Worker with a degree in Political Science. She collaborates with IRS in research and training in the field of the organization and evaluation of services for the protection of minors. She works at the Centro del Bambino Maltrattato e la Cura della Crisi Familiare (Center for Abused Children and Family Crisis Aid) in Milan, where she handles the planning, development, training and supervision. She is a Professor of Social Service Methods and Techniques at the Università di Milano Bicocca.

Claudio Castegnaro

Senior Researcher

Claudio Castegnaro has a degree in Sociology. He is a senior researcher and carries out research, consultancy, training for public institutions and nonprofit organisations. His most significant projects regard Social Policies for the disadvantaged population, and observatories for Social Policy, promotional initiatives for active citizenship, social communication and the elaboration of Social Service Charters.

Francesco Di Ciò

Francesco Di Ciò has a degree in Political Science. He works as a researcher and trainer, with emphasis on organisational analysis, planning, development and evaluation of the quality of social and health services, as well as the development of policies for minors and adolescents regarding the prevention of adolescent malaise, abuse and violence on minors, the family, drug addiction, immigration, urban safety and social justice. Since 1995 he has been involved in the theory and practice of mediation, in particular in the sphere of juvenile delinquency.

Elisabetta Dodi is a consultant to Public and Private Social Entities. She plans and realises training courses, supervision and project coordination activities on the themes of prevention and social labour. Her emphasis is on the development and evaluation of the quality of social services.

Francesca Merlini has degrees in Social Service Sciences and Political Science. She is a Professor of Social Service at the Università Cattolica del Sacro Cuore in Brescia. Together with her academic activity, she operates in planning in the field of Social Work with Families. She carries out research, training and supervision in the sphere of social service and the organisation of services. She is an editor of the jorunal Prospettive Sociali e Sanitarie.
